Hello and welcome, the "245" indicates commercial production, and the "PN" in the serial number would indicate 1989 manufacture. Hi Powers of that era intended for military use would have a "215" prefix. Although I did have a Military "215" gun that had been diverted to commercial sales one year when FN ran short of Hi Powers for commercial sales. Yours would appear to be a regular blued commercial Hi Power with factory adjustable sights. But foreign governments, Israel for instance, have used all manner of Hi Powers. Are there roll marks or something that would indicate it is military issue? Anything is possible with Hi Powers...
