Maryland, being the Nanny state that they are, will never pass such a bill. Because if they do, the question will become, if needed for protection in sanctuaries like churches, why shouldn’t they be readily available in the general community? Maryland being a “May issue” state, the burden appears to be on the applicant for a permit to show that they have special need to carry for self defense. Not just for self defense, but special need for self defense. Highly unlikely that a May issue state will ever go for such a law.
