I believe that the hand is a little too long.
It is very likely wedging into two of the cylinder's ratchet star arms, and keeping the trigger's sear-end from coming smoothly out of the hammer's full-cock notch.
If you're going to fix this yourself, do it with a medium-grit stone and a magnifying glass or eye loupe, and make sure to keep the hand's contact angle unchanged.
