Im looking for a gun safe that meet my needs.
- Can hold 2-5 hand guns and the cases they came in.

I would go with the gunvault but I am not sure that the mini deluxe would hold your 2-5 hand guns as you listed.
You may want to check out the little safes made by Pro-Lok. I have sold a them when people are looking for a small compact safe. You can also check out Perma-vault. Those two are on the cheaper side, but you may want to look at Amsec and Gardall for a little better safe.

Or what about Stack-On?
I have the Stack-On 10 gun double cabinet and it is good. Just what I wanted at a reasonable price. Can't say about their handgun vault. Just mentioned it as it is a good product.
For me I'd try to finding a vault that uses a key rather than electronics. My small handgun vault eats batteries worse than a Sony Walkman (8 AA total batteries to operate it). The solenoid to open it is shot but luckily it had a key secondary option to open it. That's all I use now.
Any other suggestions?
Sam's Price Club has a Sentry 3.2 cubic foot safe for $300.
Water and fire rated.
I don't know about the Cali thing though.
