Favorite Hearing Protection

I'd like to get my father in law some new shooting muffs for x-mas. Got any suggestions? He's got an old pair of over the top (headband style) that cup the ear type now, but the headband tears into his scalp. I've got a similar style that I'm not wild about (crappy WalMart special). Would like to spend up to about $40 roughly, and want to be sure they're good so if that's not realistic set me straight. Are the noise canceling ones better or not? I've seen a lot for around $20, but the quality seems pretty hit and miss.

For the range, indoor or out, I use custom ear plugs, made to fit, and high-quality muffs over them. The custom plugs add major protection.

In the field I use the active ones that allow me to hear. I doubt that you will find good, active muffs in your price range. Go for some 26+ ones. The major sporting goods stores usually have them and have good prices too.
