Depending on which county you move to, it's easy to moderately difficult in NYS. Unfortunately, you will need to show "need" to carry concealed, NY is a "may issue" state. Many permits are issued "for hunting and target practice only". There are many reasons that are valid though. Niagara county (North of Buffalo) is a bit easier than Erie County. Either way, be prepared to wait. Mine took 8 months, 6 is average, and I believe there is a minimum residency period.
It seems as tho counties with cities over 100,000 people take longer to get and are more restrictive. Here in NY, each county has a pretty wide lattitude in setting the process of getting a handgun license and the issuing judge can add restrictions as they see fit. It seems like the process of getting the license usually takes between 3 and 6 months from what I've seen.
You need a license to posess a handgun, not just for carring.
Each handgun has to be listed on your license, and the license amended for each purchase or sale.
