Yep, especially when new. It gets better w/use.
Wasn't hard for me at all, so maybe it's not normal.
Of course there is no way to say if it's normal or not, since you did not quantify "hard".....
Very short barrel = very short recoil spring/rod = very tight tolerances.
Add in a thin little slide with very few cocking serrations...
It'll loosen up, but tight is good...
Yes mine was stiff and hard to pull when i first got it about a week ago,....but now is a ot better after shooting a few clips.

How to Rack a Kel-Tec P3AT Slide
(or any other slide that's stiffly sprung)
- Grasp pistol's grip in strong hand, as if to shoot.
- Grasp slide at serrations with weak hand, using thumb and as many fingers as possible.
- Brace weak-side arm tightly against body and don't move it.
- Sharply push pistol away from you with strong hand.
If That Doesn't Work, Try This:
- Grasp pistol's grip in strong hand, as if to shoot.
- Grasp slide at serrations with weak hand, but with hand reversed (thumb towards body). Hold slide between all fingers and pad of heel of hand (including thumb). It's OK if the pistol's ejection port is covered by your hand.
- Brace weak-side arm tightly against body and don't move it.
- Sharply push pistol away from you with strong hand.
One of those two techniques will do the job.

I taught my wife to hold the slide steady and use the frame to move the action. More to hold onto with a little added extra levarage from the grip. Now she's a pro.
Todd, I loved your visual aid on the difference between a clip and magazine! Don't know how many times I run into that. Tomaato, tomato, mac truck, it's all the same, right? Maybe not.

I do not find the slide hard to pull back. Loading a new Glock 30 mag is a pain. Once you have broken the firearm in at the recommended 100 rounds things should ease up.
