What state are you in?
I see nothing in the Indiana Code that requires 2 years residency.
Who told you this? Call your CLEO and ask.
I've never heard of more than 90 days being required from any State (I'm no expert on this). Here in NC its 60 days.
My wife had her permit in Indiana with in two weeks and we had just moved to Indiana. That was back in 1981.
It was a friend who told me this...I called to make an appointment today and all they asked for was proof of residency, ID and the $$$. The told me $50 for the lifetime and then I would need another $75 for the state later. Whats the $75 for?

you can apply when you have proof of address. its 40 for permit { police or sheriff } and 60 to the state { to process your info } thats it simple enough. remember they do a back ground check and finger prints too.
