No. You have to purchase a handgun in your state of residence, unless you have it shipped to a federally licensed dealer within your state, in which case you are back to square one.
As far as I know, you have to be 21 to purchase a handgun from an FFL dealer, though laws on private sales may vary from state to state. But once again, you cannot legally purchase a handgun out of state without going through an FFL dealer.
