Best and cheapest doesn't work. You didn't indicate what you are planning on using it for? Target shooting, personal protection, concealed carry, hunting???
The request is an oxymoron, does not exist.
There is no "BEST" - it is all subjective. To me, THE best handgun is the Walther P99 A/S in 9mm. To someone else, it may be a 1911, a Glock, or an HK. Who knows.
Now, the cheapest 9mm I'd buy and rely on would be the Stoeger Cougar, followed by the Ruger P Series. But, I think I'd just pay a few more bucks and get an FNP for around $400.
I bought a Taurus M605 2 " snubby 357 today. It looks and works great and is relatively low cost.
Is it the best. Yes for the moment.
Is it the cheapest. Yes for the moment.
Is it durable. Yes it lasted thru 100 rnds.

A Ruger .22 auto is the best cheap & durable handgun I can think of.

the best of the cheapest autos would probably be the smith & wesson sigma 40 or 9mm. they both have a heavy trigger pull though...$300.00
