It kinda does.

But, did Luger ever produce a .22 cal pistol. I know very little about Lugers.

There's been a couple of different makes in .22.

It is for a Erma-Werke model EP-22 they were made in Germany from 1964 to 1969. They were a Luger clone and a blow back design like most all 22 semi autos. The company went bankrupt in 1997, bit they produced some good quality pistols, that were quite accurate and dependable although somewhat boxy and odd looking.
