Out of curiosity why "must" you have a manual safety ? really cuts out alot of the modern designs.
I am looking for a 45 with a few criteria. Gun must have a decock mechanism and manual safety, similar to that of Beretta and HK V1. I would also prefer it to have a mag capacity of at least 11 and it must have a rail.
So, what am I looking at here? USP and...?

The Beretta PX4 is close, but is 10+1 in capacity.

I am not sure if they completely meet your requirements, but what about the new Ruger P345 (I think that is what it is called) or the SW99?
Based on what you are looking for, the only gun that comes to mind right away is the H&K USP, which you of course already mentioned yourself.
What ever happened to the new H&K 45 that was aimed at the military market? Is that out for civilian purchase?
You might want to do research on the XD's, I've seen them advertised with thumb safeties. Havent' seen any in stores, but also haven't really been looking. 13 + 1 in .45, I believe. XD's are great guns with a reasonable price tag. Otherwise, minus the capacity requirement, you're basically down to a 1911.
All guns that I have encountered that have a decocking mech. are all double/single action and they do not have a manual safety, mainly because they are double action. The FN45 is a DA/SA has a decocker but not a manual safety, but it comes with 3 mags 14+1 and a rail.
Look at PX4. Nice guns, you can change back straps on grips. Nice all around.

Just looked at my FNP45, it has a decocker but not a manual safety.
SIG P220.....you magazine capacity may suffwer somewhat, but you'd have all the rest of your criteria met.
prolly not interested but taurus PT 145 and 24/7 Pro .45 has manual safety but no decock doesn't have good enough rep behind it for most people plus prolly doesn't fit what ur looking for without the decock.
i have seen and held an XD45 4" with the thumb safety
nice - i guess it is a 5th safety interlock
Full circle to the USP.
As mentioned above, the Ruger P345 has everything you are looking for but the capacity. It holds 8+1. With the instalation of a Wolff Hammer Spring kit and some break in, they are pretty nice shooters.
get the USP 45. its the best
