    Don't know about WA but in Texas the MOST important thing is TAKS!!! (Texas Assesment of Knowledge and Skills, the state cure-all, fix-all test). You can tell I'm fond of it. If a student doesn't pass, he/she doesn't graduate. If a school gets a "low performing" grade, sanctions are dealt out, after a couple of years, administrators get fired, couple more years, teachers get fired, school gets shut down, etc, etc.............don't get me started.
