If it doesn't, it may be only some dirt, or it could also be a broken, very small, leaf spring within the pivot around which the upper frame separates from the lower.
Steve, I took another look at the Webley, it seems that the cam that drops the ejector is very worn.
I can make the ejector drop by pushing on the cam with a small punch.
It looks like it is time for a new cam.

What you did to the cam with a punch is what that little leaf spring is supposed to do.
Is the little spring in good condition?
(The cam should not get that worn-out, I believe.)
